It sounds like you did more than charge your shuffle. You must have also synced it with the iTunes on your new computer. When you synced it with a new computer, it asked you whether you really wanted to delete all of your songs from your iPod, and apparently you answered "Yes".
Copy your songs from your old computer or from your backup of your old computer to your new computer, import them into iTunes and sync again. That will recover your songs.
Uninstall itunes from your computer and re-install the same itunes version you had before. Make sure your ipod is fully charged and then plug it in and have a go at it.
The iPod is prompting you to sync it with iTunes or to charge it. By plugging it into you computer and opening iTunes, this should do both steps at once and the icon will go away.
Try connecting the ipod to itunes, and setting restore. This will erase the code on the ipod touch. The ipod will allow this to happen with the last computer to sync to it.

1. you should have an ITUNES installed on your computer and if you dont have download it on their website.
2. everytime you plug your ipod it will be recognizable.
3. look for a song or music file that you like and make a playlist.
4. plug your ipod and it should recognizable with itunes.
5. drag a file from a music folder to the itunes
6. then when its there on the itunes use the add to playlist locating your ipod. by the way if you didnt use ITUNES for dragging music then it wont play on your IPOD.
try to reset the ipodul download the new itunes and if does not work try to download a software called xilisoft ipod ipad iphone from torrent and you put what you want in your ipod with it
