The buzz is the power supply attempting to power the set. The click is the unit shutting down. Can you pleae post the make and model as well as whether or not the standby light is blinking? With that info we should be able to give you some options.

I once had an HDTV with a similar problem. If I turned it back on, it would make a loud BUZZ-BUZZ-Buzz noise for about twenty seconds before coming back on.
I can only guess that the problem is the TV drawing too much power from a circuit that can't support it. Do you have many electronics plugged into the same socket? Is the TV going into a splitter? Try isolating the connection and the TV might have better luck. No guarantees however.
If it's the same problem I had, then it will do this no matter what you hook up to it, as you seem to have at least partially discovered.
increase the volume to max level .close yourself to TV speaker and listen.if could not hear anything,just turn it off and turn on if you could not hear at least pop sound from the speaker,you will have to replace new speaker.if you are able to hear Buzz noise or very low sound ,sound circuit has to be repaired.

Hi,do you hear any strange noises? If you hear clicking or like wanting to turn on it could be the board that powers the lamp it's called the ballast. Should have been 3300 UF 10V caps that were bad? Shouls have been replaced with 3300UF 18V. 50V is huge. If it was replaced with a 50 the polarity may be wrong or the cap it too big to be seated property. Sometimes the caps just dry out and even a normal looking one will be the culprit of no OSD. Are you getting an LED fault code blinking? That should be a red led. Do you hear the relay clicking.? When you replaced the caps did you charge them? Just plugging in the set without trying to power it on for about 20-30 mins. I may be able to help you
