If both lights are on and blinking than they are indicating a jam with the brush roll of your SmartWash.

Ignore the lights. Wash the outer foam filter every two months. As long as air is going through the inner filter does not need to be changed. Blow the inner filter out FROM THE INSIDE with your vacuum cleaner. (blow air the opposite direction of air flow to get the nasty stuff off.)

When does the "blinking blue light" appear? As far as the loud fan is concerned, it is possible that your computer has dust built-up inside the case. Open it and try to clean it (GENTLY) with a blower, or a can of compressed air (do NOT use a vacuum cleaner). Specially clean the fan in the middle of the case.

If it blinks and goes away, it is a "random misfire" that culminates before the light begins blinking. Sustained misfiring will result in a code, and the light staying on. If the light blinks and goes away, the issue is intermittent. Your problem usually occurs under acceleration or heavy load. The issue can often be solved with new spark plugs, though it could also be dirty injectors. The injectors on that vehicle are infamous, however I have been able to fix your problem with repeated use of highly concentrated fuel system cleaner. I use at least 3 times the recommended concentration of whatever cleaner. People rave about Sea Foam. I have used it and it works -- though I can't say whether it worked better than other brands I have used. I have owned 3 Blazers and 2 S-10's, including my current 2001 Blazer LT.

Check speed sensors on the front.Clean them with a non chlronated brake cleaner this most likely the problem.

cleaner might have slagged the spark plugs, or left deposits on the o2 sensor.

try disconnecting the battery and cleaning the connections under both front seats with brake cleaner and then blow them out with an air line and plug back in and reconnect battery

try a different Cleaner tape, they dont last forever..
