it could one of two things. The power supply is failing which is most common. Or the picture tube is gone. Both would most likely cost you more to fix than the TV is worth. Call around and get a few quotes. Good luck
If it weren't for the high pitch whining noise. I would say it probably is an internal fuse inside the chasis. It is rated at 1.5 to 2.0 amps. With the whining noise it sounds like a trouble shooting bench
job. Problems occur when a electrical/electronics device is turned on and turned off. Inrush voltage,
when it is turned on, can go up to three times more than normal. This also happens at turn off. Solid state components usually fail at this time. I don't feel that this is a problem that can be fixed in the home.---BBB
the high pitch squeal indicates shorted component/s. the transformer goes hot co'z its being overloaded by the shorted component, it too could be the one creating the squeal!!
if you have experience with electronic troubleshooting, try to test some of the components particularly on the secondary part of the transformer. Be careful and make sure the TV set is unplugged. test for shorted diodes and transistors, if you're in doubt of your readings try to desoldering one leg of the diode then proceed with the testing/measuring. replace any of the bad components you find exactly with same part number or replacements with the same rating.
spend more time on it resoldering some other cold soldered components.
The high-pitched squeal usually indicates that the horizontal drive circuit has failed as a result of a dead line-output transistor. This symptom indicates that the control circuit of the main power supply is trying to over-compensate for a greater than usual secondary current. Certainly, an inspection of the line-output transistor will show that it's most likely dead. Sometimes instead of the squeal you will hear hiccups instead. Focus your attention on the horizontal circuit.
Your problem is a shorted horizontal output transistor C5148 located behind the highvoltage transformer on a heat sink with a clip over it and you can't see the number unless you remove the clip Has to be unsolded and solder in new. Also the highvoltage transformer must be replaced This is the big part with the large red wire coming out and going to the top of the picture tube. Must be unsoldered and replaced with original RCA .....do not get a replacement It has several connections plus three wires to connect to it and I recommend using desoldering brad can get at Radio Shack 5 foot roll. Well as you can see it gets pretty involved. You can't get the parts from most distributors unless you have a business. If he tackles it and has a distributor the parts would run about $50 to $60 and a repairman average should be less than $200 and more than $150 hope this helps.
