I just encountered the same problem with an HP Compaq nx9020. There is no "USB boot" option on the bios and the CD drive refuses to read my windows install DVD. The solution is to plug in the bootable USB drive, the power the machine on and go to "boot order". If you should have a plus sign next to "HDD", and if you expand it your USB drive should be there. Move it up so it's above your HDD and save the changes. It should now boot from USB, it worked for me!
You may not see option for USB drive unless you have a USB drive connected when you go into the BIOS.
Otherwise, you will need to attach a floppy drive, and create a boot floppy that then loads drivers and such for the hardware, as well as the interface, and eventually, the drive itself.
Have you tried hooking up the hard drive before turning on the laptop? Then go into the Bios and see if it recognizes the USB drive as a device in the boot menu. There also might be a USB option in the BIOS that is turned off. Otherwise you could check if sony has a BIOS update that allows for USB Boot option and update the BIOS. If they do not have an update available then you may not be able to boot from a USB device.
