Yep ...that is odd that the XP/Vista isn't finding the 'new hardware' after a start up. Did you make a startup CD when you first got the laptop? The drive would be on there, then you can "add new hardware" without having the computer find it automatically. Did you call toshiba yet? If you can, see what the manufacturer's name of the cd rom.
There IS power going to it, so it could be a simple driver problem

Did it ever read from the CD drive or was it like this out of the box? I have had this before. There was a hair/dust on the lense of the laser...DO NOT use your fingers to clean it off. You must have a proper lense cloth to whipe it (cloth for eye glasses or micro fiber cloth for monitor screens, do not use any other cloth)
Get back to me with your answer.

hmm...somehow the driver for the cd rom was deleted for some reason.
Click - Start/ControlPanel/Perfornance/System/Hardware/DeviceManager
find your cd rom, click on the "+", click on the name of the cd rom with the right mouse button, uninstall.
a reboot will RE-find it automatically, you may have to get out your laptop's factory CD..... if you can't find it, write down the name of the cd rom and do a google search for a "driver", save that to your drive and THEN do the above. After rebooting, it will ask you where should you find the driver for 'new found hardware" find the new driver you go from the manufacturer and load that. If this is too confusing, I can help you through this step by step.
Have a great night

thanks for your help, but have looked in device manager nothing is there , even when i reboot the computer & go into the Bios settings its not there either, so maybe it has died ???
Thanks Lee
I was trying to play a new CD I purchased and nothing ever happened. So when I went to the control panel and looked in the device manager, it said had a triangle with an exclamation point over the disk drive and said I didn't have one installed. I have played CDs in my computer before, and this is just a new development. What do I do?
