This usually means that the motor in the lens is being hindered. Was it dropped or hit hard when the lens was out last? The last time I encountered an issue like this it required the camera to be taken apart and looked over.
Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Unfortunately, many cameras that fall prey to this can only be corrected by professional repair. But, here are some things that you can do that may correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty, they're worth a try.
Turn your camera on and smack the camera against your hand. The E45 error means your lens is stuck. The lens on my V603 was stuck open, when I smacked it against my hand it closed and now works fine. Give that a shot.

From your description you should most likely have your camera looked at by an authorized service technician and get and estimate on a repair done. The manufacturer usually has a list of authorized service technicians in your local area, or you could try looking in the yellow pages. I hope this helps!
