Most power supplied in HP machines are not very good. You will need a new one. If you have a differant cord try that first. If it is bad then order one. they can be obtained for under 50.00 US.

Plug an external monitor and reboot. If external display also no display, your lap mother board is gone. Else your graphic card on the motherboard is gone. Replace the relevant part
usually when it's not charging and the adapter is working what happens is that the charging circuit on your laptop might need to be checked or faulty or the power socket on your laptop might be faulty as well
Have you had previous problems with your laptop power supply and battery? I have this same laptop and use it very regularly. I do have problems with battery life, but never actually powering on. I suspect the battery is not accepting a charge. My suggestion is to replace the battery and see how things go.
You could have a faulty power adapter or the power input socket on the laptop is faulty.
Check the power adapter plug that plugs into the laptop with a multi-meter. The voltage reading should be slightly higher that the voltage that is printes on the label on the bottom of the adapter. If you get a zero or low voltage reading then the adapter is faulty and needs to be replaced.
If the adapter is OK then the power socket on the laptop is faulty, it may only need to be soldered due to a dry solder joint or replaced if faulty. To check if it is a loose connection, wriggle the plug in the socket and observer the charge LED, if it flickers on and off, then the power socket may oly needs resoldering. This requires the laptop to be dismantled to get access to the power socket.
