No. To do so would require changing the hardware, namely the motherboard. It is not a "software" upgrade.

Instead, buy a PCMCIA-to-USB2 adapter, and insert it into the PCMCIA slot in your laptop.

because this is a laptop you can only upgrade a couple things, and video is not one of them. You can upgrade memory or install a bigger hard drive but that is all the options you get.

If you want to upgrade that into windows 7, all you have to do is to check first your Laptop specification for requirement where it can be upgrade into Windows 7. Why! sometimes it's necessary to check first your hardware settings where that windows 7 system have the drivers and program needed to that system. I say it to you because I have a friend that I suggest before to upgrade windows 7 system and know he got a problem. Actually that system run it perfectly but other parts of his device are rare to find such drivers on the net. But if you take it then check first, it's never to late my friend if you read first the manual of your laptop. I'm sure your laptop is good. Good luck!

I'm sorry to advise you, your Dell is a laptop and laptops have a built-in video chip on the motherboard and it cannot be upgraded or changed.
The video card used shared RAM, ie it uses part of the main RAM module/s, You maybe be able to increase the video RAM size in the BIOS, but this will reduce the main memory, so you might want to upgrade the RAM in the DELL.
You only other alternative is to buy a later model laptop.

The c610 I think has 1 or 2 PCMCIA Slots for a wirless card it also should have a USB port both these you can go wireless with.

Question about graphics cards of Dell Latitude C610 laptops

Actually, the Dell Latitude C610 is one of those rare cases where the video card can be remove. It is a separate chip. I know because I'm looking at it right now. The only problem with upgrading is actually finding a video that actually fits and it better than the 16MB stock card.

Yes, no problems, if the USB hard drive draws too much power you will need to attach an external power supply, usually the small laptop 21/2" drivers don't need external power supplies.
