If there are brushes, they are hanging up on the armature. Take out the brushes. They are usually held in by black covers with screwdriver slots in them.

One thing to bear in mind. There's a miter angle lock and a slide lock on the bottom front of the saw. If you don't have the miter angle lock loose enough, it will be difficult to turn the saw.

when you changed brushes did you clean the armeture,should be bright an shiney,if yes then go to basics check imput power to on off switch,if yes check on n off switch is working right.check wireing while there(for broken wire ,loose wire)if all checks out ok i would look at armeture and windings.
