I have a problem with my M140 Dell XPS LCD display. I have a white patch from top to bottom not complete screen but a portion of it. Do I have to replace LCD or inverter

This is most likely cased by your LCD screen being defective.

The inverter will either light the back light or not, it does not have the ability not to filter certain parts of the screen. It could however be that if your seeing wash out and it goes from super bright white to a dimmer bright white the inverter has failed and the bulb is running at full power.

Most likely it is your LCD.

To test your inverter, turn your computer off.

Press and HOLD the FN key while pressing the POWER key.

Once you see booting dell diagnostics, or something similar you can release the FN key. You might have to release the POWER key sooner if the under shuts down.

The inverter handles how bright the display is because it takes the DC power from the adapter and converts it to high voltage AC power for the backlight. When the inverter starts to and finally fails, the screen goes dark. Your problem is most likely an inverter failure.

There could either be a problem on your LCD screen, or Graphics card, to determine it. Try plugging an external monitor on your laptop and see if the display turns black also on the other monitor. If no, the problem is the LCD, but if yes (still black screen on the external monitor) it means the problem is on the graphics card.

The dell logo flashes then the screen goes blank. The hard drive keep flashing like the laptop is booting up okay it is a xps m140 and has vista home as a o/s

After the logo flashes, press F8, repeatedly, until a white-over-black "boot menu" is displayed. Choose "Safe Mode", to see if this "minimal" version of Windows will startup successfully.

You said the computer boots up. How do you know for sure that the computer really boots up. I say this because from my experience this are the symptons of a bad RAM in a notebook computer. If you are good at troubleshooting, get a RAM of similar specification and change it to see. If the specs of the RAM you get (get one from a friend's computer), are similar the notebook will most likely display.

Make sure any programs that consist of sound for example " Soundman" is running this can cause a conflict with your audio. Check for updates if you can

LCD screen is faint XPS M140

You backlight is failing. That is the bulb that provides the brightness to the screen. You need to replace bulb which is very tricky to do unlesss you have experience or replace the screen.

Dell xps m140 screen goes blank

More like the back light has burned out on the LCD. Not an expensive fix, but time consuming. Almost easier to put in a new LCD (about $60us on Ebay), and is something you can do yourself.

Notebooks usually don't have high res . They trade off the high resulation  for the small size and less power consumption.

Problem in the LCD back panel board. check the interface unit or ADC unit, also check the video clock pulse. one section is not working.....
