The Blue CRT ( Picture Tube ) has a short. You may be able to do a temp fix by turning down the Blue CRT drive level ( Located behind the front speaker grille )untill the lines disappear. But its only a temp fix. The Blue CRT will most likely need replacement.

Your problem is the blue CRT or picture has gone bad, you will need to have the picture replaced, there are three tubes in this model rear projection television. Red, Green, and Blue. Replaceing the blue tube is the only option for normal operation to resume. It may be hard to find the tube, but you can try contacting this website for the part www.vdc.com, they manufacture and usually have stocks of sony picture tubes and rebuilt ones as well. The company's name is Video Display Corporation...

This is most likely a convergence problemand can easily be fixed. If you can solder you can repair this yourself. First try resoldering the pins on the convergence ICs. If that failes to resolve the problem, replace the ICs. THese are large black Ics attached to a heatsink and may be marked STKxxx.
