My kyocera finecam will not close dpwn at the lense or the flash. When I press the power button it just makes the start up noise, flashes at the screen but nothing else happens. I have tired to charge the lithium battery, the green light is now on as if camera is fully charged but still have the same problem

First thing to check is that the battery terminals inside the camera are clean (use a qtip and alcohol, or a pencil eraser). Although a battery or power problem can cause this symptom, so can a lens issue. The following blog details the things you can try to fix it:
http://camerarepair.blogspot.com/2007/12/fixing-lens-error-on-digital-camera.html
Since there are tiny gears that drive the lens, any bit of dust, dirt, or lint can affect the initialization of the lens, and cause it to retract.
If you spray out the lens with compressed air, and try the other fixes, take it into a camera repair shop and get an estimate. Sometimes, it's cheaper to just buy a new one, since the cost of repair can be high.
Good luck, and hope this helps.

Won't power up upon pressing on button, flash won't retract, neither will lens. batteries are charged but old

Due to the tight tolerances inside the lense mechanism - small bits of sand or lint may become trapped in the mechanics.

It is advised to take the camera to a camera repair shop and have it disassembled and cleaned.

There are many small parts and intricacies that will render it totally useless if not done properly.
