Try cleaning the lens. You can do this by putting Rubbing alcohol on one end of a cutip and leaving the other dry, rubbing the wet end on the lens then quickly drying it with the dry end. For extra measures, get a can of compressed air and clear out as much dust as possible :)

Laser is probebly goin bad and can't read. try putting a music Cd in. If it can play the music CD but not the DVD it's the laser.

Run a CD/DVD lens cleaner disk and see if that helps you.

CD-RW drives can only read all CD-rom and CD-RW formats and read DVD formats but cannot write to a DVD, if you want to write a DVDs you need to buy a DVD-RW burner which can burn all CD-formats

It sounds like you are having issues with all DVD writable disks. From the specs I was able to find online about your DVD writer, DVD+RW discs may not be compatible with the the drive. Make sure you are using DVD-RW (note the minus instead of +). I think you might need to reinstall your DVD drivers. This should solve the issue.
