You were attempting to perform a power scan initially. The second procedure is manually attempting to address the remote to your TV. I will give you the procedures again so you can try one more time. Emerson TV is one brand we have a low percentage of success getting our remotes to work. If it still doesn't work, we could try replacing the remote.

TV code: 623, 667, 666, 233, 516, 537, 544, 642, 655, 699, 000, 999, 888, and 720.

Remotes: Basic (Television Only)

1. Turn the Television On.
2. Press and hold the clear TV button for six seconds until the LED flashes.
3. Enter the three-digit code using the buttons on the number pad.
4. Press #. Note: The LED will flash three times.
5. Test functionality with the TV.
6. Return to Step 2 if the remote is not able to turn the TV On/Off, change the volume and mute the television.

Remote Power Scan: Basic Remote (Television Only)

1. Turn the Television On.
2. Press and hold the clear TV button for six seconds until the LED flashes.
3. Press and release the red TV Power button.
4. Press and release the Up or Down Arrow on the remote until the television turns off once every second.
5. After the television turns off, press and release the # button.

If standby red light is solid then press power or channel button on remote of tv itself to turn it ON.
And if red light is blinking/ flashing then it is an indication that tv got problem and tech visit is needed to sort out problem.

You can try running a power scan in order to find the correct code for your TV, I will list here for you the instructions. Instructions for running a power scan

1. Press and hold down the TV mode button until all other Mode buttons light up red
2. Press 500 on your number keypad
   
3. Press the pound(#) button once.
   
4. With the desired equipment on, press and hold the TV Mode button until all mode button back lights light up red.
   
5. Press and release the big red Power button.
6. Press the Up button once a second while pointing the remote at the desired equipment.(press, release, press, release)
   Note: If the code for the equipment comes up, the equipment will power off.
7. Press the POUND (#) button as soon as the TV turns off. If the code entered is valid for the remote, the mode light flashes three times.

To program the DISH Network remote with your T.V we usually integrate a code into the remote that works with the brand of your T.V allowing our remote to function with the T.V itself by reading your post you don't mention the brand of your television but that is not a problem there is another way to help program your remote without having to use a code, it is called Power Scan in the Power scan procedure we search for the code that gets the remote to control your T.V. To perform a Power Scan your T.V must be on, you press and hold the T.V button until all the other buttons at the top light up in red. Once they light up in red you enter the number 500, you wait for the top buttons to go off and the you will press and hold once again the T.V button until the buttons light up again once you see them come on you will press the big red Power button on the remote once immediately after you press the big red power button you will press one repeatedly the channel up arrow one time after another until T.V turns off immediately after it goes off press the pound button (#) you should see the T.V button light up 3 times then try turning the T.V back on using the remote it should work.
