I have a Kohler Command 17.5 model# CV491S. It will not start and violently backfires through the carburator and exhaust. Is this a timing issue and if so how is this fixed?

and next the method of attaching the drive pulley or pto to the crank shaft has to be considered
The woodruff / flywheel key is likely partially sheared. Pull off the air housing, remove the starting clutch, to get to where you can see the flywheel key. I bet you will find that the key has distorted. Easily replaced once flywheel is pulled. Make sure to use the correct key when replacing it.
