You need to get the phone flashed. you need to have the bios flashed. you can do that using the cables that came with the phone and software from the manufacturer's site.

One proven method of removing moisture is by putting your phone in a baggie of rice. The rice will absorb the moisture and not damage your phone.Leave it in there for about 48hrs. This method may not work if your phone has already been too severely damaged.
Remove the battery and immerse both the phone and the battery in dry uncooked rice for three days. This is the only cheap way to dry everything out. After the three days put the battery back in the phone and it should be OK
Another way is to remove whatever you can without a screwdriver and use your hair dryer to eveporate all the water traces. Do it without heat as we dont want to toast the phone. Do it in short bursts for some time. Insert the battery and power on.
try this :
This works on most mini electronic devices like cellular phones and degital cameras etc .
it sounds crazy .
Remove the back (or Cover ) of the phone( or Camera ), battery, and SIM if your phone ( or Device ) uses one , DIRECTLY
.
Then, with a q-tip (or something similar), dab the connection points (shiny, goldish) on the battery, SIM, and phone. This should aid in drying.
Finally, place all contents in a bag of uncooked rice (separately, do not put back together just yet). it sounds crazy , but it draws the moisture out.
It normally is working after just 7-8 hours, but I would wait 12 hours or even 24 hours before attempting to use (just to be sure).
beware the water damage, despite being dry now, will void any warranties. Also, the phone's hardware is now weakened and if you drop it, the green mother board and circuitry could shatter - so be more careful.
This does work on electronic devices aside from phones as well. Simply tailor it to your device. If you do not have a SIM (Verizon phones, cameras, all others), remove only the battery. If you have an iPhone/iPod or GPS and cannot remove the battery, simply make sure it is all the way off, then put it in the rice bag. All electronic devices react the same to the rice trick.

Hello,
the emegency download is for updating the phone's ROM. (at least that is what I use it for...)
take the battery out of the phone, and put it in a bag of rice for a couple days. that should dry it out, and then try again.

Take out the battery....then put it back in. Do not try to turn on the phone yet. Next plug the phone up to charge. Wait until the charging screen appears and then power the phone. Worked for me.....good luck.
you can take the battery and the back off the device and place in completely submerged in a bag of white rice and leave it in there for 1 to 2 days this will help absorb the moisture, this should fix it if the water did not damage the circut boards if the water damaged the circut boards then the device is fried
