R99 on the Sunfire True Sub Junior is a surface mount resistor (no color bands), and measures 51k ohms. R102 near it is colored gray, red, brown, gold.
Capacitors either fail spectacularly or in a very subtle way. Every once in a while, they'll explode, in which case it's very easy to spot the one that needs to be replaced, but generally they fail internally, with no visible problems. (very old units used a wet electrolyte, and the capacitors simply dried out inside)
If you are able to determine which cap is bad, you will definitely need soldering skills to replace it - no way around that.
Soldering isn't difficult to learn, but I can't help you over the internet. :) If there's a craigslist in your area, you might try posting to the "Wanted" section to see if someone can teach you how.
Try plugging the unit into a clean power supply without anything else on it. I had this problem for years and eventually resolved it by moving the system to a different room that has three power circuits - the sub is now on it's own circuit and I don't have the problem anymore.
The first thing to always check first is the fuse. This will probably involve some disassembly but it is alwayst the cheapest fix and a constant issue.
