Run hot hot water only turn off and on if water is coming out of the soap dispenser onto the floor this will help clean it try it first worked for me
We had water pour out of the dispenser of our Kenmore HE2 washer. hot water helped us for one load then i realize that a trapped rag was the problem We were actually able to pull the face cloth out of the intake tube without taking everything apart!
opened the washer door and feel around inside the rubber seals to find where the intake tube connects to the drum (upper-left side). felt a small bit of cloth sticking out of the tube and were able to slowly work it out by pulling back and forth. and pulled it completely out thats all it was try this first

Soap dis broken or not close propley
2 potential issues here:
1) the water has filled the machine to the top (Is the glass door FULL of water to the top and beyond?) and water is now coming out of the soap dispenser because its the first point it can leak from.
If THIS is your problem, then the issue will be with the sensor in the machine that decides when there is enough water in the drum. If this is NOT the problem, move on to part (2) Below and ignore the first part of this article). This is a circular device with bellows inside it and a pipe coming out, that has a microswitch operated by thebellows as the water level increases in the pipe and operates the bellows. If you take the top off the machine (POWER OFF AND UNPLUG FIRST!) The device will be near the top of the drum. It is about the circumference of the bottom of a beer glass and about 1-2 inches thick. It will have a plastic (Usually clear pipe) coming out of it and usually 2 wires. The most common issue is that the pipe comes adrift and so the air pressure in the bellows (that is increased by the water compressing the air as it enters the pipe) cannot increase, trip the microswitch and switch off the valve letting water into the machine.
Fixes:
a) Re-fit the pipe, the problem goes away.
b) water has got in the pipe and is still in there, so there is not enough air to get compressed and trip the switch. Disconnect the pipe, blow down it to clear the water. Re-fit and the problem goes away
c) The sensor unit has failed. Replace it (it's a common part and any company that sell washing machine bits will supply a new one of you provide the make and model of your machine). Refit. The problem goes away.
d) The sensor has come loose from its mount aqnd slipped down inside the machine, where it no longer gets the correct amount of water in it to increase pressure and trip the microswitch. Re-fit it where it should be abd take the action in (b) above as well, just in case. The problem goes away.
2)Equally as likely as a problem with a sensor is a simple mechanical blockage in the soap tray, which means that the water cannot get out of the tray and into the drum fast enough, so it comes out of the frongt of the tray and onto the floor instead.
To Fix:
Remove the soap tray (Usually done by pressing a thumb sized clip down toward the back of the tray to allow you to withdraw it. Occasionally done by pulling the drawer out as far as it will go then tipping the frony of the drawer up a little to get it past the notch in the slide that stops it falling out).. Once the tray is out, the chances are you will SEE a blockage caused by old soap powder somewhere. The fabric softner compartment is even more prone to blockages!
Once the drawer is out wash it out thoroughly, inside, outside and upside down. If possible, take a garden hose on a tight high pressure water jet to it and blast water through the various holes and gaps in the drawer and up any holes, to ensure they are cleared out. Replace the drawer and hope this has fixed the issue.
