You should buy unlocked palm pre instead of a locked one if you like to use it with another operator. It will cost more though. I am aware that Reliance does not offer palm pre but they may activate it on their network.
As I stated before, you must contact Reliance about activation as it is their matter.
Technically there is no limitation in the mobile (palm pre) that will hinder its functioning.
Unlocking is a separate issue.
If you buy a mobile locked to Sprint then you will first have to get it unlocked; this is not simple and a home user should not attempt. If you buy it unlocked then you will only need to ask Reliance to activate it.
