Dont know anyone who would own a Kyocera Cell Phone these days that would be able to comment about it's workings. Must have enticed you with it's price.
Try charging it with a known working charger.
Remove the battery, Give it three sharp taps on the lower left corner, replace the battery and try powering up again.

What I've discovered in my process may be of use to you.

If you're not worried about loosing all your stuff, and just want a phone you can use again, then this is the fix for you:

From off, start the phone with the on/off button '&' the down volume button at the same time (hold until recovery screen appears).

Choose the second option, "wipe data/factory reset." This will restore the software back to the original out-of-box condition.

try removing battery, put battery back in and hold the power and volume down buttons at same time, then remove battery and put battery back in and power on. hope this helps

Most commonly the padding around the battery compresses (is this a fixed battery or removable (easily) by user such as older Nokia phones, or fixed like iPod and iPhone? If you have had a bettery replaced, and it is fixed, the padding has probably compressed, or the glue was not reapplied thickly enough and the battery is "bouncing" on the contacts.
If your phone works with screen facing down - the phone upside down, facing screen down on a flat surface - this will 90% confirm the issue.
If removable battery ensure no clips have broken from near base of battery compartment. This has been common in the past and will cause the battery to "drop" away from the contacts. Some foam adhesive tape may resolve your issue.

Hello, There is still water inside the phone that's why some part are still working and some not working yet.

What to do is this,

Unscrew the phone,
Get a Methylated spirit and a brush,
Bring out the board of the phone and use the methylated spirit to brush off remaining water on phone.
Keep under heat to dry off,
After board is dried, fix it back and screw back phone.

Am sure after doing this phone will work well.
But if phone still doesn't work ,that means water has damage some component inside the phone.
You will need to consult a phone technician for assistance.
