the motor should have a dip stick on it and it will be marked with a oil level mark just fill to the mark you will be fine but do not overfill

A good brand of 10W40 like casterol GTX I use it in mine and it prevents wear and sludge . I have been a small engine mechanic for 25 years and use it in all my engines.. try it !

it sounds like the solenoid is staying engaged. try using a tester light on the starter.

The solenoid on carb was bad causing reduced gas to motor and low power

when the piston rings get worn, the oil seeps past them, and into the exhaust manifold through the exhaust pipe. you need to change the piston rings.

Surging is usually caused by a lean condition You can try to turn the mixture screw ccw about 1/4 to 1/2 turn. If this does not solve the problem your carb will have to be removed, cleaned thoroughly, and reinstalled.

Always use straight 30W oil in small four cycle engines if they are not liquid cooled. Use a brand name single weight 30 viscosity oil.
