Your water line into the refrigerator is probably plugged up. First, check at the cut-off valve where the house water connects to the refrigerator water line. Mineral deposits often form in these small valves and can block the water flow.
The other possibility is a blocked water line within the refrigerator. Plastic weedeater line works very well to clean out these lines.
You're probably right. Those valves can be problematic.
Replacements are readily available, and the replacement is usually pretty easy. The valve is usually located close to the rear of the refrigerator and is likely pretty accessible. It will probably be held in place with a couple of screws. There will be two water lines, in from your house plumbing and out to the icemaker and water dispenser. There will also be electrical connections.
You can probably find the valve on the internet. I have ordered refrigerator parts from some of these places one day and received them the next day.

I think it is either the valves at the back of the refidgerator or the controls for both the water dispenser and the ice maker. i think those controls control the valves is ther a replacement for these valves?
