Firstly windows has an account called "administrator" which doesn't normally show up on the welcome screen but you can get to it either by booting in safe mode (it does show up on the welcome screen when in safe mode) or by pressing ctrl+alt+del at the welcome screen to get an old fassioned login dialog. Often this account will have no password on it.
If the administrator account is locked out or has a password on it then there is a third party password reset and account unlocking tool available from http://www.windowsloginrecovery.com
To be honest, your probably not going to get very much luck on this one. the bootup password, if i'm not mistaken, would be your system startup password. it's built into your bios (which is part of your motherboard). it's not even on the hard drive or the operating system in any way. no windows or anything involved. if this is the case, there's not really anything you can do aside from remember the password. however, if it's a windows password. you have several options. including small programs that bypass passwords for windows.
