Ref, Dell Latitude C840 note book will not charge from adapter . I checked the adapter with a volt meter this seems to be producing 20v Is there an internal fuse on the charging circuit that may have blown ? thanx

if u say the battery is the problem then first solve that the ill help with the battery which can be only done by replacing them!!

Go Into Control Panel, select Power Options, and change Power Scheme from Laptop/Laptop to Home/Office Desk. Make sure you have AC Adapter plugged in and your should now be using all of CPU. Check System icon from Control Panel to confirm. CPU usage may show as less when laptop is booted from battery power only.
It is more than likely the actual plug on the computer that you are plugging the adapter into. Very common issue with Dell portables and if youre still under the service warranty you will get a new computer. I worked for dell tech support for a few years and I dont think theyve changed that policy.
You could try running the diagnostics to see if there is an issue that it can detect, but it's not likely.
Tap the F4 key while the computer is starting and choose the option that says "Run Diagnostics" or "Boot to utility partition".
Check the power adapter (converter) with a multi-meter to see if there is power (voltage) on the connector that plugs into the laptop. The voltage should be slightly higher than the voltage that is printed on the label on the adapter.
If there isn't any voltage or very low voltage, it is faulty and you need a new adapter.
See what the output voltage the adapter says, it may be 19.5VDC @ 3.34A. Set the Multimeter to read 20 volts DC or more. Put the Black lead on the outside of the plug (negative), and the Red lead inside the plug (positive). They usually have the positive as the hole in the plug. Look at the reading on the meter, if the power adapter is working it will read around about the stated voltage but none of them are completely accurate. It may be a little more or a little less. If it is nowhere near the stated voltage then there is a problem with it.
