I charged my Garmin 305 and the screen read fully charged. I went to turn it on and there is no power. Now I can't even charge or download anything. It is fully dead.

This might just need a reset. To reset the Forerunner or Edge 205/305:
Connect the device to the computer using the USB cable
Press and hold the mode and reset (lap) buttons together for 10 seconds
Release and wait for 3 seconds
There should be some indication of battery charging (either Finished or In Process)
Power the device on while keeping it connected to the computer

addition, please make sure that the device has the latest software

I have read in some other posts about the unit only working while being plugged into a USB port. My guess is that the battery is in fact shot and the unit will only run off the USB port while plugged in.
Submersing in water is not a good idea. On the back of the unit there are some small holes for the speaker. These speakers corrode from sweat and eventually quit.
Same thing happened to mine. Put the unit in the cradle (just like you are going to recharge it) and press the reset and mode button at the same time for 3 seconds. This will "wake" the unit up.
Not sure to catch all you did. Apparently your battery is discharged. So you should plug your device on charging via USB. Wait for a while (1 hour) then reset the device (Hold mode and lap/reset for 10 seconds, release, then hold start for ten seconds
I have had the same problem several times (as well have some friends).
This resolves it EVERYTIME though... at the SAME TIME, hold the BOTTOM LEFT front button AND the Bottom LEFT SIDE button (this reboots it). Then just hit the power button... I am sure you will see that it powers right up.
The problem is probably not with the USB cable if the GPS wont even turn on. The older firmware of the Forerunner 205 and 305 have a problem with locking up. This causes the Forerunner to look completely dead. There is a reset procedure: push the mode and reset button at the same time and then let go and hit the power on button. If it powers on that is the problem. Go to the Garmin site and load the newest rev. of firmware into the Forerunner. Fixed mine and a few friends with the same problem.
I do however have a cable problem. Sometimes my PC will come up with unrecognized USB device and my 305 wont talk to the PC, it does charge. It is the cable or dock for sure, because I have tried a different cable/dock and the 305 has no problem. This is the reason I ended up here. I hope the lock fix works for those with the above problem.
