I think your assumptions are pretty close. The filtersensor may be faulty too. If you feel up to it you can do it yourself, but it would be faster to have a appliance guy to do it.,
Hold the off button (the 0) down and turn the unit off--- give it 15 seconds and turn the power back on--- press 4 for normal cycle and close the door--- the first thing the unit should do (after about 15 seconds) is drain--- then fill---- then wash.
If it lets in water at the end of the drying cycle, this is normal as it fills the well where the heating element sits so as not to cause it to burn out when the machine starts up. If it is happening at other times you might want to look at the water pressure / level switch as this may be faulty and indicate that the machine needs water when none is required.

I must not be clear the machine seems to be stuck on the dry cycle , if you add water it will pump it out . is there a way to reset or clear all settings? As soon as you turn the on button on it wants to drain even when there is no water in the machine I have had this machine for ten years and do understand the basic cycles and it sounds like it is hung up in the very first thing the machine does when it is in the prewash cycle then one minute in the water intake light flashes and then the minutes remaining go to zero and the light becomes a steady red light usually when it finishes all washing it is quiet now it always sounds like it is in the drying cycle.
your solution didn't work the machine is stuck in the prewash mode and will drain water if added but will not start filling after a minute or two the red light flashes on the water intake the red light goes solid, the timer shows 0 minutes on any setting from 15minutes to 154 minutes and it will stay that way with the red water inlet light cycling from flashing to solid and you can hear contacts changing but the all is the same ?
how can i test this problem to see if i need to replace a part or call in a repair person I know how to use a volt meter what values should i read and where should i set the leads from my voltmeter.
