Error code 03 followed sometimes by Error code 16 Check the usual drain pump and resistance of heating element
On my machine I've discovered that on the motor if the brushes are not bedded onto the commutator it will cause the above codes to display and stop the machine. The problem is not related to the drain pump or heating element so the codes displayed are not correct. If the brushes are not bedded to the commutator the motor cannot get to spin speed but will happily wash away. Watch the machine during a quick wash to ensure it does actually spin

These specific codes indicate the following:
E08 means that the Motor jammed or tacho fault
E16 means that the heating element is shorted or that there is a short in the circuit containing the element.
E03 This error code indicates that the water is not draining quickly enough.
Before doing anything it is worth removing the washing machine mains plug from the power outlet and leaving the machine disconnected for at least ten minutes. This will reset the codes if no faults still exist. Then plug the machine back in and select required wash routine. If all is well, well done you just needed to reset the machine. If a fault code is still showing then it would indicate there is still a problem in the area indicated.
