I bought a new Tosh for my old Uncle and I guess he has press something . Only the volume works on the remote NOTHING else. I tried to change the set from the side manually and "Child lock " comes up .
How can I fix this and get the child lock off.

You might want to try the same solution for the V-Chip (this might be the same thing as the child lock, it is worth a try) protection to see if this will help:
Changing V-Chip Settings for MV13L3, TV/VCR Combo 2001.
-Unplug your tv for 1 minute. -Plug your tv in and turn it on. -hold the volume down button on the tv at the same time you hold the "0" button down on the remote. This will bring up the "Set V-Chip" blue screen. -Enter "0000" for the password and hit enter. Enter "0000" to confirm the password and hit enter. -This will bring up the V-Chip set page. From this page you can: Turn Off the V-Chip, Change the Limits for viewing, etc. -If you turn off the V-Chip setting, you will not have to deal with this problem again.

Unfortunately, you can't disable the child lock (front panel lock) without a working remote for the TV. If you can find a universal remote that will match the Menu function of the TV, then press menu and find the child lock option. Then press Volume + or Volume - to toggle it to off.

Toshiba allow cheapo makes to use their brand name sometimes.
So if the player is not a genuine Toshiba then there is likely to be a remote hack on the net some where.
If it is a genuine Toshiba then there wont be a remote hack and you will need somebody like DVD Chips to send you a £20 remote that will hack it.
However - many Toshiba machines will not play NTSC discs at all when first set up.
Check out the Video setup menu and you will see a PAL/NTSC/AUTO option.
Tosh's I've seen are preset to PAL but unlike other players the Tosh will spit out any NTSC discs you try to play- set it to AUTO
Check that setting first just in case that is the only thing stopping it
Here's a Tosh hack to try
1. Press the Open button on your remote control to open the drive tray 2. Press the 2 button on your remote control 3. Press the 4 button on your remote control 4. Press the 0 button on your remote control 5. Press the 3 button on your remote control 6. Press the 9 button on your remote control 7. Press the 6 button on your remote control 8. Press the 0 button on your remote control 9. Press the Enter button on your remote control to change the region to 1 for region 1, 2 for region 2, and so on, or 9 for multi-region playback 10. Press the Open button on your remote control to close the drive tray 11. Power off the DVD player 12. Power on the DVD player
If the hack does work make sure the PAL/NTSC setting is on AUTO because R1 disc might still not play

Try unplugging the TV from it's a/c source (reset). If this a MIT"S: To unlock the keyboard press and hold the "menu" button on the front panel for 10 seconds.

Try pressing volume down and volume up at the same time for 8 seconds....If you start to see a demonstration of the TV's features, press both for 8 seconds again....or try pressing the menu button for 8 - 10 seconds.
If you know your model number, that would also be helpful!

my AKAI tv is locked. All i see is a blus screen with a little red lock on the bottom left corner! the only button that works on the tv OR remote is the power button on the remote. PLEASE HELP i have tried pushing every button but nothing happens
press&hold DISPLAY button on hand set& VOLUME button on tv front cabinet.
or
turn on tv setpower switch while pressing & holding volume + & volume- button on front cabinat.the adjust menu is indicated with each parameter on the screen.

Confirmed with Samsung tech support. Problem is with remote. to fix, simple take the batteries out of the remote. Press and hold the UP Volume button for 2 Mintues (no cheating, it has to be at least 2 minutes), this Reset's the Remote Control. Put the batteries back in. Bob's your uncle. all fixed.
I have this same problem, just started 2 days ago. Changed batteries in remote and everything - driving me nuts- now i cannot change channel or adjust volume! I powered off TV, took batteries out of remote, turned back on and now still stuck. I think we bought junk!
