I need a google adsense id. I live in india. I completed all the requirement that google need but than also I am not getting google adsene ID aproved. can you help me what I shall do.

The first thing is that if you r thinking of adding adsense to your blog then the first answer will be; Google will sent you the message that you have not had a qualified blog nor your blog includes any realistic material or content that drives audience to your blog. And at last they will enlist that they need atlest something original on your blog and at least huge pageviews so that any one riding by your blog clicks onthe add.
So; no matter what language your blog writing is; Google Adsense only requires pageviews and audience with of course your authentic content.

Voter ID cards are issued by the Election Commission.

You can look for announcements in the papers for issue of fresh ones in your area. They always announce the date and venue area-wise to apply for the card. You can take with you an identity card like bank pass book, license or passport and approach them on the appointed date.

There is no shortcut or alternative in this regard and this is done specific to each state, so you must contact the commission in your home state.

When you create a new add unit you can choose the channel you want for this add. If you use the old adsense system just add this parameter to the javascript: google_ad_channel = "XXXXXXXXX";

Creating Channels is very easy, just click on AdSense Setup->Channels then click on "Add new custom channels".

To track the channels in the reports just click on Reports->Advanced Reports and the select the "Channel data" instead of the "Aggregate data" and choose the channel you want.
