The bottom cover can be removed and then remove beater bar. put belt over beater bar and stretch over motor shaft.

Need help installing belt on Hoover self propelled upright vacuum
Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Hoover Ultra U6430-900 Wind Tunnel Bagged Upright. The best way to install the belt on a Hoover to replace one or both of the belts @ the same time for the best cleaning. The average belt change is every 4 to 6 months for best results. There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. 1 set up vacume with bottom facing you , making it easy to deal with.
2 remove the 4 screws holding base plate on and carefully remove the base plate, on mine there is a small catch that must be released.
3the belt compartment is on the right, remove the old belt, it's about 1 and 1/4 wide.
4 You have to put the belt on the stainless steel motor spindle first, then work the belt over the plastic drive wheel, and spin it around a few time to ensure it's running on track ok.
5 Replace the base plate , click in the self catching clip last.
6 Replace the four screws and test the vacume.
