It is a simple trouble, tv has got dry solder joints in the vertical deflection circuit. Resolder vertical output ic pins and related components, this will be okay.

If the AVC System is switched on but it does not appear to be operating correctly, it may need resetting. you can hook it up thru av input..what i mean is the red white and yellow wires hook wires into the OUTPUT on box and the input on tv then change tv to the input u hooked them to..for example if u hooked them into av1 then turn tv to av or hiy input on remote

Try to check the crt socket. Also, check for the loose contacts along the Chroma IC. Like wise, there is a screen adjustment on the rear portion of the flyback. Try to adjust the screen.
If the screen is part of your laptop/notebook/netbook, try to connect an external monitor to the VGA port, to see if the video-card in your computer is generating the "weirdness".
If the screen is an external monitor, try connecting it to a different computer, to see if the "weirdness" follows to the new computer,
implying that the monitor is faulty. Also, connect a diffferent monitor to your computer, to see if the video-card is causing the problem.
