The title changes thru your states motor vechicle department. The changes occur thru sales of the car, this allows motor vechicle to keep track of ownership and if the vechicle is tagged and insured.

Vurrent owner signs rellease on title ang gives it to buyer, buyer then takes it and current registration to motor vehivle dept. and they take the title, mak sure all fees are paid, Get new owner info and sends everything to the smv headquarters and a new title with new registered owner named. It's mailed to the new R/O in a few weeks.

Usually you have to do all the paper work on the back of a title and have it witnessed by a notary and stamped then you take the paperwork down to the motor vehicle title and tag office and pay the taxes and have them trsnfer a title in your name bring proper ID

Try going back to basics. Re-check the brakes you changed and that you haven't missed something.
Put wedges under the wheels to stop the vehicle rolling and jack the vehicle up. Rest the vehicle on axle stands.
Release the handbrake inside the vehicle. Disconnect the cable at the wheel end. At the wheel, grip the cable end peg with a pair of pliers and get a helper to raise and lower the hand brake lever 5 or 6 times. This checks to see if the cable is moving smoothly.

Call your state Dept of Motor Vehicles. By law he has to furnish the title or give you your money back. So this guy has a car lot? office? Never pay for a car without the title in your hand.

that really depends on youre state and their laws. some have fines and long with proof that everything is fixed, others wont even bother.

If your talking about the security code its not on the car. You can go to the nissin dearly with your title in you hand prove your the ower as listed on the title and they'll quiz the nissan dealer controlled data dbase and tell you the number
