Vacuum arrived without any screws to attach handle to the unit. Are the screws a fine or coarse thread? I cqn subsitute something from my garage supply of spare screws/bolts I assume.
If you're talking about the single screw that holds the upper handle to the body of the vacuum.. I replaced mine with a 4mm x .70 thread pitch. 40mm thread length.
It sucks that noone will tell you the thread specs on this screw. But, they're willing to sell you this screw for $8, with another $8 for shipping.

Sorry to hear you are having difficulties with you Hoover Quick & Lite. There are a few different things we can try to fix your hoover and get you cleaning again.
1. The sprayers may be clogged. Over time they will get clogged with soap and mineral deposits. This is a natural thing to happen, so don't fret. Fill you tank with a solution of half warm water and half vinegar. Let the mixture sit in the tank while the vacuum is running for awhile and then try to spray solution. This should loosen up anything clogging the sprayers and allow for a consistent flow of liquid.
2. Your handle may mot be attached properly. To fix this remove the 2 screws at the base of the handle on the back of the vacuum. Check the control arm inside. Make sure they are aligned properly. 3. The clean water solution tank is not installed correctly. Make sure the tank is attached firmly to the gasketets and nothing is out of place. Below i have attached a link to your vacuums manual which has diagrams for exactly how the tank and unit should fit together. http://hoover.com/file/958/

Check the plastic part, which the the self propelled cable is attached to. (release the handle, tilt it back. You should be able to see the cable attached by a screw to a black plastic arm.) It is either broken or the cable is lose.
You will need to take the top off. It is easy: turn the vacuum over and look at the bottom (where you can see the beater bar). There are some deep screw "wells"; these are the screws you need to take out plus the 4 silver looking screws that hold the beater bar plate in place. When you bet those out, there there will be a "notch" at the front, behind the LED light you will have to disengage. Turn the vacuum back over and take the gray top off. You should be able to see the engagement latch that is attached to the handle. This is what opens and allows the flap to shut. It has a spring attached that may have come loose. Good luck.
The flat belt should be changed if it has been longer than 9-12 months. Next I would remove the upper handle to inspect the top section of the control cable, sometimes it fray's and has a sponge feel (no positive control) to self propel. To set this adjustment, it is best to do withthe hood off of the lower section. I would also look at the cable jacket in the foot to make sure it is under the metal clamp. It must be under the clamp to work properly. To get it under the clamp loosen one hold down screw at the top and one in the back of the vacuum, remove clamp screws and put jacket into position and then secure all screws. Now set the adjustment, Install upper handle and set self propel to off. loosen cable from arm in foot with torx screw. manually move arm until the clutch is off both drive pads. This is a visual adjustment. then secure and reassemble vacuum.

The attachment hose is likely coaxial - meaning that it is a vacuum hose with the water supply line running through it. It is likely that the vacuum (outer) hosing is damaged. The attachment will still spray, but will not vacuum.
if you lay the handle section all the way down and look inside the unit, you will probably find the problem.
if you haven't already gotten this fixed, simply remove the two screws on the bottom of the handle. Inside is the cable; please make sure to unplug your vaccum first.
