We've been unable to find answers to this problem, going on four months now.
GE stove model: JGB645SEK1SS
We replaced the valve control assembly in this stove,PartSelect Number PS8768299
Manufacturer Part Number WB21X21506
The valve control assembly was set properly to LP we use propane.
15 year old stove, this was the only part replaced, nothing else needed to be fixed.
Flames up both sides of the oven blueish with yellow tips heavy carbon smell.
We've adjusted the air intake on the bake burner. Completely closed, completely open, half open etc....no change in flame size.
We've replaced the bake burner. No change.
Out of answers at this point. The stove burners are all working perfectly. It seems to me the outlet on the valve control assembly to the oven might be the culprit? It has a brass end to where it slips into the ovens bake burner and has a fitting for a 1/2 wrench. I've looked at the old part and removed that brass end and see nothing in the interior that would indicate turning that brass end would have an effect on gas flow but perhaps that is the issue here? A quarter turn back or forward perhaps?
We're a long way out of the city and not in an area that service people come to. I'm the area engineer for everything from cars to computers here. Could use some diagram help or input on what I'm missing. Like mentioned, haven't used the oven in four months because of this issue.

This issue could be caused by the oven regulator valve not being set correctly for the altitude and fuel source. I'd suggest double-checking that the regulator is properly adjusted to the altitude and fuel source. Additionally, you may want to check the oven igniter and burner for proper operation and make sure the correct model and size of burner is installed. The JBP78 is electric, since you are talking about a gas oven I think the model is incorrect.
Talking about a gas ovens:
If the oven is not heating up and both broiling and baking burners are working and coming up then check the temperature probe sensor and the control board.
If one of the two burners is not firing check the ignitor, the burner and coil, the burner and flame sensor. The most common problems come from defective ignitor.
Your model JGBP28DED2WH uses spark ignition on the stove top burners, and a glow bar ignitor, part number WB2X9154 for the oven and broiler. To get to the bake ignitor if oven will not light: Take the racks out of the oven. Remove oven floor by removing two screws at back of oven floor and lifting floor. Remove the square metal flame spreader to get to the burner / ignitor assembly. (note: The ignitor may still glow when you try it, but usually is still the problem)

Most likely the bake ignitor is bad (even if it still glows, it may not draw enough amperage to allow the gas safety valve to open). One way you can test this on your model is to swap out the broil ignitor for the bake ignitor, as they are the same part number on your model. (part number WB13T10045) The broiler is normally used much less than the oven, so the part does not fail very often on the broiler. You will have to take the cover off the floor of the oven, then the flame spreader, to reach the burner area. The ignitor is the rectangular part at the back, on the side of the burner. (only two wires to deal with) (By the way, for future reference, your model number ends is SS, as in stainless steel, not a 55)
Al, you need to seat the needle valve on the bake. Remove the bottom drawer, right below the bake burner you will see the nut just below the air shutter adjustment. Turn this nut clockwise a few times, it might seem hard but just do it. Then try the bake again, you should have a nice bluel flame. Tenbears.
You did not post a complete model number, but this should help:
Take racks out of oven. Remove two screws at the very back of the oven bottom. Lift back side of bottom up and back a bit to remove oven floor. Remove flame spreader (one nut at center). ignitor is at the back left of burner, most likely a WB2X9154 (round style) ignitor. The entire burner can be removed rather easily at this point if you remove the two screws at the front and disconnect the ignitor wire (if you wish to have easier access to ignitor mounting screws.)
You need to tighten down the orifice spud for the bake burner. Remove drawer in bottom of oven. Look for bottom of burner tube, where the shutter adjustment is. Right below it is the orifice spud. Usually a goldish color. Take 1/2 inch open end wrench and tighten until it stops. Do-not overtighten! Try it now. If flames are still to high, tighten a little more. Repeat if needed.
