The lower spray arm in my Samsung dishwasher is getting stuck on the lower basket somehow and not turning during wash, is there a way to raise the lower basket a little??

It is a guess, but it wouldn't surprise me if that can't be fixed. You see the gap at the front where the ridge is? It isn't 'bent', it just isn't sitting right. But how should it go? What I would try is turning it anti-clockwise as though you were unscrewing it, but push down at the same time. My guess is that it is a press fit with an O-ring, or it is a bayonet fitting.
