This issue could be caused by a faulty connection or a problem with the clock mechanism. First, check the batteries in your clock to make sure they are fresh and properly inserted. If the batteries are fine, then you may need to have the clock serviced by a qualified technician who can inspect the clock and make the necessary repairs.

How do you set the time? I figured out the alarm clock but can't find a way to set up the time.

Setting the Clock
1. Press and hold the HOUR button for 5 seconds (Fig. 5). The time will begin to flash
2. While the time is flashing, press the HOUR button until you reach the correct hour. Then press the
MINUTE button (Fig. 5) until you reach the correct minute.
NOTE: PM indicator will appear on the left side of the clock face for evening hours (Fig. 5). If the
PM indicator is not illuminated, the hour is set to AM. Be sure to set the time for the correct
12-hour period - AM (morning) or PM (evening).
NOTE: After 5 seconds, the time will stop flashing and it will be set.

I dropped my battery operated alarm clock: the second hand still works but the alarm doesn't come on at the set time and the hour & minute hands don't "hold" their position - I took the clear...

The hour and minute hands can be pushed onto their respective shafts at any point in most clocks.
If you already know the time that the alarm is set, let the clock run until it sounds.
When the alarm sounds, install the hour hand and the minute hand to the exact alarm set time. If, say, the alarm is set for 6:30, push the hour hand onto it's shaft at exactly half way between 6 and 7 and then push the minute hand onto it's shaft pointing at exactly 6.
I think this should get you operating.

To correct the hour/seconds counter sub-dial, pull the crown out to position 2 and wait 1 second.
Press either the 2 or 4 o'clock button; the central timing hand will turn and stop [not necessarily at 12].

Return the crown to position 1.

If the battery had been replaced, the central timing hand defaults to the 10 minute position. If the battery had not been replaced, the central timing hand will return to the previously set position.
