There doesn't seem to be much in the way of spares, or parts diagrams, but you could ask Presto? My guess it that the motor that rotates the turntable is gear driven and is slipping, or has a tooth missing. You would have to strip it down. It can probably be fixed.

Your plate. Is bent, if it gets stuck in same place you know that is the place that is bent, either it is not a circle anymore or it is bent down and not relate anymore.
The turntable system typically consists of the motor, the coupler, the turntable support with rollers, and the tray.
Here is a video of how a turntable motor should sound when you rotate it by hand.
If
yours is not set to be off via the control panel, and it won't rotate
or it sounds like it's grinding, etc., you may have a bad motor or
plastic coupler.
To
replace either, you need to unplug power, then remove the bottom cover
of the oven.
