It will drop a call and I will get instant dial tone but will be unable to call out for at least 45 sec. After hanging up when I try I get either a fast busy or nothing. It will also cut people off mid ring. Could this mean that the wireless phone is dying or could it be the terminal?

Do you hear tones when you press the buttons to dial?Many phones have the option to dial by pulses instead of tones. Make sure your phone is set to tones.
For the NEC DSX DTL-8R-1, try pressing and holding the Volume Down button on the handset for 2+ seconds while the phone is in standby mode. This press and hold option toggles the Ringer Mute feature. It works when an incoming call is ringing or in standby.
I am not sure which country you are in, but in Australia your divert depends on your phone carrier not your model. If your carrier and call plan supports call forward you just dial their set number and follow the prompts to turn on or off.
What model of NEC phone system do you have? Go look in the phone or data room and look at the PBX. You might also be able to press Feature 3 to get some information which would be helpful to a tech. If it is an SV8100 try this:
To set the system Time:
1. Press
Speaker.
2. Dial
728.
3. Dial two digits for the hour (24 hour clock, 13 = 1:00 PM).
4. Dial two digits for the minutes (00~59).

Don't confuse the two. In most systems, the RECALL button gives you new dial tone on the line you're currently on, and the REDIAL function will dial the last number dialed or a saved number.
Since you're asking about a phone and did not list the SYSTEM, if you set has Last Number (LNR) or just redial, when you press the button, it will either try to use the last line dialed, or you may have to select an outside line and get a dial tone, then press the LNR button. It will dial out. If you press the RECALL button, it will drop your present call and give you new dial tone without having to hang up, pick up the handset, and select a line. You may actually have to press both buttons to effect a LNR sequence.
To transfer a call, do not press hold, but press Transfer. You will hear a studdered dial tone. Dial the number to which you are transferring. When you hang up, the call is transferred.
I believe your landline carrier just needs to have the capability of call forwarding (ie we utilize Verizon for our business). We also use the call forward feature by: picking up line, (hear dial tone) dial *72 [ then phone number you want calls to forward to, even a cell]. To discontinue: pick up line (hear dial tone) dial *73
