I can help you find the parts you need for the Lionel 1987 Electric Gold Rush Special 0-6-0 Locomotive. The parts you need are bushings for the wheels. I recommend looking at hobby train parts suppliers such as Lionel Trains, Trainz, and Model Railroader for the bushings.

Please make sure that the wireless controlloer power switch is set to "on." Please also give the train a new command. If it does not start to run, either your engine or remote need repair and you would need to reach out to Lionel by calling 1 (586) 949-4100.
It should not be too difficult to replace the entire rod assembly including the valve rod eccentric rod and eccentric crank. THe crankpin in the drive wheel holds the eccentric crank to the wheel at the top there should be another screw freeing the valve rod and crank in one piece. two screws and 10 minutes you should be done. I am basing this on other Lionel locomotives including the Southern Crescent 8702, 736 and 1656
A Lionel 1130 is a "Scout" type locomotive....they are not particularly valuable even to collectors. They were a part of the low end starter sets Lionel made. Now if you had a similar vintage 736 Berkshire or a 681 or 682 Turbine they are worth considerably more.
First, check to make certain that the batteries in the remote are good. Second, if the train has been running and the problem is new, clean your wheels and pick up roller on the locomotive, then clean the track. Make certain that when you use the remote, you orient the antenna in an upright position and are within 6 to 8 feet of the locomotive. Did you check the reverse switch? Be sure that it is turned ON. If your locomotive still will not run, check that there are no fibers wrapped around the wheel axles or any exposed gears. If none of these fix the problem you will need to take your locomotive and tender to a Lionel Service Station.
Hope you got the set working. If not, look underneath the locomotive
near the rear (under the "cabin"). There are two switches, one on either side. One says "Smoke", the other says "Reverse". If the
"Reverse" switch was set to "Off" when the locomotive was in Neutral, it
will stay in neutral even when the power is cycled or the "Direction"
button is pressed on the power supply. Even in Neutral, all the lights will work and I believe the smoke element will heat up but won't puff. Whatever setting the "Reverse" switch is on, try changing it to se if that works. Hope this helps...
