Remove all the phones from the wall sockets.
Plug in one old style corded phone to the main incoming line. This is normally the larger wall socket closest to the front door. Does that phone work? If it does, start plugging the other phones in one at a time, making sure that are hung up and not holding a line.
If that single phone doesn't work, the issue is with your telephone service provider, so contact them direct.

Please ensure that all other phones in your house have been hung up. You can then disconnect and reconnect the phone that you're using from the phone jack in the wall before attempting to make another call. Otherwise, you might need to schedule an in-home repair of your phone system in order to get things working properly again.
