Blower comes on, about 30 seconds later, I hear a click and the far right flame comes on, 5 seconds later, the flame goes out. Throughout the day, these steps repeat and eventually all flames come on. Why don't all flames come on the first time? I have cleaned the flame sensor with steel wool and no difference. Thanks.
It sounds like there may be an issue with the ignition system of your RUUD Silhouette II UGLH-15EARJR furnace. Based on your description, it appears that the furnace is not always coming on correctly. The blower comes on, but after 30 seconds, you hear a click, and the far-right flame comes on, but it goes out after 5 seconds. Eventually, throughout the day, all the flames come on, but they don't come on the first time.
This problem could be caused by several issues, including a malfunctioning ignition system, a problem with the flame sensor, a dirty or clogged burner, or a problem with the gas valve.

Update: fixed. I replaced the flame sensor a couple weeks ago and it didn't make any difference. I noticed one day that if the 1st burner lit and I blew on it, it would ignite the rest of the burners. The fix was to replace the burner halves assembly. In my case, part AS-60993-06. The old one had gotten rusty between the 1st and 3rd openings, not allowing gas to go from 1 to 2 sometimes. I bought the part from a local RUUD parts seller, but it looked like it was poorly made - I had to make a couple minor modifications to make it fit.
