It might be because either the wiring inside has been cut and it won't move because of it. Or it is because it might have been smashed against something. Best thing to do is to go to a doll hospital / doll repair shop and ask them to fix it. Make sure you keep your doll clothes with you because it might get damaged while they try to fix it. Or if still wont work, bring it back and get a refund for it and buy another.
if u remove the legs it will make the system board free , is not recommended but you can cut the legs and sand but you can never use it again sorry bay it help.
