It is not recommended to feed water to a Baby Annabell doll without it being turned on. Baby Annabell dolls are designed to simulate the feeding process for young children, and the mechanism that allows the doll to drink water requires the doll to be turned on in order for it to work properly. If you try to feed the doll water without it being turned on, the water may not be properly ingested, and the doll may not function as intended. Additionally, it is not a good idea to expose the doll's internal mechanisms to moisture, as this could potentially cause damage.
Is this about the baby alive toys? If so:
It might be because either the wiring inside has been cut and it won't move because of it. Or it is because it might have been smashed against something. Best thing to do is to go to a doll hospital / doll repair shop and ask them to fix it. Make sure you keep your doll clothes with you because it might get damaged while they try to fix it. Or if still wont work, bring it back and get a refund for it and buy another.
