If you have the [EE] key (sometimes labeled [Exp], or [times 10 to the x], you enter your expression as 1[EE](-9). If you do not have that key you can use the general power key [X to the y] or [Y to the x] or [^] depending on calculator 10[^](-9) = 0.000000001 or equivalently 1.0000x10^(-9)

EE or EXP are shortcuts for times 10 to the power.

The question is not clear. What is the value of y?. The calculator cannot help if y is not known. I will give you a few hints for this algebra problem:
1. Taking the square root is equivalent to raising to the 1/2 power.
2. Power of a product is equal to the product of the powers. (X*Y)^a=(X^a) times (Y^a)
3. (X^a)^b =X^ (a*b)
