Try using a USB charging cable that plugs into a wall socket (via adapter), rather than using a cable plugged into the computer. Computer USB sockets sometimes have lower power ratings and are insufficient to charge tablets.
(It is not clear if you have successfully charged on computer before or not). Also just try a new cable if you have not as they can become damaged (get one with a decent make - sometimes the very cheap cables and charges are poor quality and do not work well)
If none of that helps / you have tried it all please reply and I will try to help further.
If you are using a USB port on a PC or Laptop think of trying a different USB port - sometimes they put out low power;
If your laptop or PC is more than 3 years old it probably can not put out enough power on the USB to charge a tablet (any tablet).
Check to see if any of your existing wall adaptors for (say) your phones have the same micro USB connection - use it to charge your Kindle - it's totally fine.
Go to any shop in the high street and buy a Micro USB wall adaptor, they start at about 5gbp. You can get them on Amazon too.
Remember it takes about 6 hours to charge from the wall and 16 hours (yes, 16) to charge from a computer usb.

Ensure you're using the original samsnung cable and charging from the wall socket (not a surge protector either). Sounds like not enough power is being sent to charge.
If you are then blow hard in the charge port of device and where cable plugs in on adapter.
switch off.wait for 5 mins.
connect to pc or laptop with usb cable.
press & hold power button till it turns on then off.
press power button for 3 secs.it should work.
if no luck try this-
switch on by pressing power button while holding volume + and -.
keep hold of both until powers on.
can take few mins.
good luck!!!
Whenyou connect the power adapter into the laptop, does the power LED lightup? If not then -
The battery adapter or the adapter's power lead or the laptop's powersocket could be faulty.
Check power adapter's DCplug that connects into the laptop power socket with a multi-meter, the voltageshould be slightly higher than the voltage that is printed on the label on thebottom of the adapter. If the voltage is zero or way below the voltage that isprinted on the label then the power adapter is faulty and needs to be replaced.
If the adapter is OK thenconnect it to the laptop and power it up, then look at the power/batterycharging LED light and wriggle the power plug in the laptop's powersocket. If the power/battery LED light flashes and in a certain position thisLED light stays firm, then the power socket is either faulty or it has a drysolder joint where it is connected to the motherboard.
This can be repaired but itrequires the laptop to be completely dismantled to get at this power socket andrepair. If you cannot DIY then I suggest you get a quote first.
Try removing the battery and see if it will boot without it Then check the caharger, charging light should be green and steady on the charger itself If it is flickering, it meand power is not making a circuit, test charger jack with a DC volt multimeter with one probe to the outer side (earth) and one on the inner (positive). If this is ok, check the charging socket is not loose (if it is, will need replacing).
After that, suspect the power strip or charging / powerboard is dead on the motherboard
