GE hydro wave washer runs through all cycles but starts fill cycle again when spin cycle ends.In other words runs through cycles normally but never shuts off

If the clutch or clutch brake lever has failed, the agitator may start spinning and the bowl sits still. See what happens on wash cycle. If the clutch has failed, you will find the machine will only wash in 1 direction. It will lock up when reversing. Usually needs major repairs and often are not economical to do. Get a washing machine tech to check first before condemning the machine.

Is this a newer model washer? I have one of the newer models and it does the same thing. It is supposed to do that.

Where you attached the new hose on the side of the tub, you must remove that hose and insert a small wire in the hole in the cup and clean out the soap scum. Re-attach the hose. Set the washer on spin and run a spin cycle. Then retry your wash cycle.
Make sure the new hose is not pinched anywhere.

For the machine to keep filling it would indicate that there is a siphoning problem. Check the outlet hose is not running along the ground, it has to rise up then loop back down or the water will just run straight down the drain. If the problem only happens after the first pump out it would indicate the end of the outlet hose is lower than the drum or there is no air break around the outlet hose. (The stand pipe should be larger in diameter than the hose from the machine).

Check the washer motor. Make sure that the motor is getting correct voltage and is working and spinning when you turn it on. It sounds like the motor is bad. You can remove the back cover to get to the motor to check it out

Make sure you magnet is properly in place its very touchy
