Make and model of the TV will help me looking for free service manual. Most LCD TV power supply will feed the main board with 5vdc and then it gets step down to 3.3, 2.2, or 1.8v for the logic circuits, the power supply also feeds 12~16vdc for the sound output circuits.

IF the backlights are on but you just get dim glowing on the screen when look at the screen in darkened room then the T-CON board is bad or it is not getting the 12vdc from the main logic board. Need to use logical troubleshooting before buying the wrong parts, but if otherwise then,
Problem is in either power supply or the Y-Sustain board.

The Y-Sustain is a relatively large board out of which go connections to the side of the display; it's therefore closer to either the left or the right side of the display, has at least one rather large heat sink on it and fat power cables connecting it to the main power supply.

Often there are fuses on that board - one or more. Check those.

if they are blown you can try to replace them, but expect them to blow again - usually the whole board needs to be replaced.

often that *needs* to be done in a service center as there are some adjustments to be made after replacement; don't know about this particular TV model,

It is a power supply fault. The power supply is a switched mode power supply and supplies 5 volts for the difital logic and high voltages for the high voltage parts of the tv relating to the screen display components. When the high voltage part of the circuit breaks or goes short circuit then the power supply shuts that part down leaving the low voltage rail of 5 volts..hence the standby still working. So... you need to be looking at the power supply board where the mains goes in but be aware of the mains voltages in this area if you arent experienced in electrics. The board will still hold 240v if the power supply has an open circuit load

I had the same problem with my 50HP95 Toshiba Plasma TV. It would not turn on. I read online that if you unplug a connection on my TV and it turns on, it is a bad Seine board. I could not find this Seine board anywhere online. It was either out of stock or no longer available. The TV is just 5 year old. Why would they discontinue parts for it? Then I saw a video on You Tube where someone unplugged a connection in the back of his TV to fix problem. I decided to try it. I took the back off, unplugged a connection numbered PJ63A and the TV works again. So far so good. I downloaded the Service manual for this TV to find where PJ63A was.
I also called Toshiba Tech Dept. to find out if there was a chance I can cause further damage to my TV. They had no idea.
