CASIO fx-CG50 shows its "Low batteries" popup, then turns off every time, with full batteries
The 4 AAA battery carry works fine, and the new batteries combined have a measured 4.6 volts, completely normal.
Every time I turn on the calculator, it just shows "Low Batteries! Please Replace", for a second or two, then turns off.
I have also tried to take out the batteries and let the capacitor discharge to less than 5 mV, but nothing changes

You are having problems because you calculator won't turn on. I think you should try changing the batteries. Did you know that your calculator has two batteries powering it? Not only are the 4 AAA batteries powering it, but there is also a CR 3V Lithium Back Up battery powering it as well. First, try changing the 4 AAA batteries. If that still does not power your calculator properly, you will need to replace the lithium back up battery. You can find this at a department store or store that carries electronics. To do this, open your regular battery compartment. Above the AAA batteries is a compartment that says "BACK UP BATTERY CR1616 OR CR1620" with a picture of it. Use a small crosshead screwdriver to open the compartment. Take the old battery out and replace it with the new one. Rescrew the lithium battery compartment back on and close the AAA battery compartment. Turn on your calculator and see if that works. I hope this solution solves this.
From your description the solar cell charges the battery and keeps it topped up. I think the rechargeable battery is the problem because when the screen goes blank the battery level drops to low and the LCD blanks out which would explain the intermittent operation of the watch. I think it is worth getting it checked out with an estimate.
There is no button but a menu tab. In Run screen, enter the number whose factorial you want to calculate ( number can be at most equal to 69), press [OPTN][F6] to get to next page pf menus. Press then [F3](PROB) then [F1] (x!) followed by [EXE].
Try taping it to the inside of your window for a couple days and see if that makes it charge up enough to act right. You might also want to make sure that you don't have the "auto light" on. If the light turns on when you tilt the watch to a 45 degree angle then press the light button for 2 seconds to shut that off. If that doesn't work for you then you are probably going to have to have the battery changed.
