What is the TV source (input)? Usually the captions are only controlled by the TV if your source is Antenna/Cable (using the RG-59/RG-6 cable input). If your source is a set-top box (HDMI, component or composite video), consult the documentation for that source.
If your source is set to TV, press Menu (on the remote or the side of the TV). Use the Left/Right arrows (or the Channel buttons on the TV) to select Settings and press Enter (input button on the TV). Use the Up/Down (or the volume on the TV) arrows to select Closed Captions and press Enter. The highlighted menu item should be CC Mode. Use the Left/Right arrows to choose Off. Press Enter to save the setting. Then press Menu to change another setting or Exit to leave the on-screen menu. See page 31 of the user manual available from ManualsLib here:

Some set-top boxes will have a caption control button on the remote control. Others have more difficult steps. On my IPTV box, I have to press Menu, select Settings, then enter a pass code provided by my provider. Then I enter the Hardware settings and find the closed captions menu under Audio Settings. On an old Dish receiver, the caption controls depended on the system mode. Since the receiver could serve a primary and secondary TV, captions could be viewed on the primary set or both. They could only be changed at the primary TV.
