This has to do with hearing safety conserns for the users. There are international sound level standards for all telephones and cell phones. I believe for cell phones they allow slightly higher levels because they are primarily used in outdoor and noisy areas. Some models of phones may be slightly louder or lower than each other when compared due to acceptable tollerances.
I would suggest to compare the volume you hear to some other phones just to make sure your phone is not too low in comparison. If it is lower than it should be, there is most likely a defect of some type. In this case the phone would have to be serviced.
If the phone is deemed to not be defective, and if you can purchase the service manual for your phone, which may be able to be purchased from Panasonic service, and you can find someone who is very good with understanding circuit design, he may be able to change the necessary components to make the sound louder. This may be an expensive solution in the end. Also, not all manufactures will sell the service manual for their products. You would have to contact the manufacture for your phone to find out. Normally service manuals for most home cordless phones could cost about $25 to $40 USD depending on the model type and manufacture's asking price.
This phone model has a headset jack. You can try a compatible headset for your phone. It may sound a bit louder to you with a headset. The instruction manual has some suggestions about using a headset with this phone. You may also find it easier to use with a headset.
